libdeflate: enable tests
Initially I noticed libtiff tests failures on yet unreleased `gcc-15`.
This ended up being a compiler bug on libdeflate: https://gcc.gnu.org/PR118206
Let's enable tests on `libdeflate` to catch such bugs faster next time.
