dieharder: add -fcommon workaround
Workaround build failure on -fno-common toolchains like upstream
gcc-10. Otherwise build fails as:
ld: include/dieharder/parse.h:21: multiple definition of `splitbuf';
include/dieharder/parse.h:21: first defined here
