otb: update otb-itk 4.13 -> 5.3
* Replaced ITK 4.13 with ITK 5.3 for the OTB package to comply with updated requirements.
* Refactored to use override to build the ITK version needed for OTB.
* Removed old ITK patches and added new ones for GCC 13 and ITK-specific configurations.
