soupault: support both code forge mirrors
Acknowledge the open source, nonprofit forge while prefer using the
bandwidth for downloading from the corporate, proprietary forge.
Nixpkgs should be like Soupault; Nixpkgs needs a mirror that isn’t
locked behind a proprietary, for-profit vendor.
