chromium: add build flags and system libs
This is lifted from the Arch build recipe:
https://git.archlinux.org/svntogit/packages.git/tree/trunk/PKGBUILD?h=packages/chromium
using system libjpeg still doesn't work for some reason, otherwise the
build runs fine
