gccStdenv: actually force gcc if not already used
Previously the `cc` of the stdenv wasn't changed if `!stdenv.cc.isGNU`
which meant that gccStdenv didn't actually use gcc -- in contrast to all
the versioned `gcc*Stdenv`s.
