synapse-admin: fix build after 7753a94a354
The update to nodejs v18 in 7753a94a354 broke this derivation with a
error:0308010C:digital envelope routines::unsupported
in react-scripts. This adds a workaround for now as I have not tried
updating to see if upstream has fixed this.
