gnu-config: use the unpackPhase, so .overrideAttrs(_:{patches=...}) works
Prior to this PR, gnu-config did its unpacking in the `buildPhase`,
which mean that `.overrideAttrs(_:{ patches = ... })` couldn't be used to
test out patches to `gnu-config`.
This PR fixes that.
