pnpm.fetchDeps: assert fetcherVersion to only allow supported values
Right now we only support versions 1 and 2. Anything other than these
values is effectively a no-op. Let's assert that `fetcherVersion` must
be supported by fetchDeps. This would also allow removal of versions in
the future.
