kdePackages.mkKdeDerivation: support building Python bindings
The exact incantations to appease ECM are arcane enough,
so let's abstract them somewhere nice. This should cover
most frameworks, except ones that depend on other frameworks,
which requires a Shiboken wrapper to inject the right -T flags.
