mkDerivation: disable reference whitelisting in debug outputs created by separateDebugInfo
this output contains unpredictable references by design. It would nearly
always break allowedReferences et al. As it's not intended to enter a
real closure, but to be fetched on demand by buildid, disable reference
whitelisting instead, but only for this output. This requires
__structuredAttrs. Only a dozen derivations are affected in the whole of
nixpkgs.
