nixos/kea: preserve shared runtime directory
When one service gets restarted it may otherwise remove the shared
runtime directory for all kea services.
The idea for this solution was provided by Jeffrey C. Ollie in
https://github.com/NixOS/nixpkgs/issues/265826#issuecomment-1841424019.
