libarchive: unconditionally disable bsdcpio_test patrs on all linux targets
Without the change the tests started failing on filesystems with 64-bit
inode values (like `btrfs` with long age which saw 4B file creations/reletions)
as:
cpio/test/test_basic.c:65: Contents don't match
Description: Expected: bsdcpio: file: large inode number truncated: Numerical result out of range
bsdcpio: linkfile: large inode number truncated: Numerical result out of range
bsdcpio: symlink: large inode number truncated: Numerical result out of range
bsdcpio: file2: large inode number truncated: Numerical result out of range
bsdcpio: dir: large inode number truncated: Numerical result out of range
