gzip: make reproducible when GZIP_NO_TIMESTAMPS is set
the logic can be tested with
```
$ GZIP_NO_TIMESTAMPS=1 && echo "${GZIP_NO_TIMESTAMPS:+-n }"
-n
$ unset GZIP_NO_TIMESTAMPS && echo "${GZIP_NO_TIMESTAMPS:+-n }"
```
