Fix support for extending Dhall package set
* Fix `dhallPackages` to be defined using `callPackage` instead of
`callPackages`
This enables the `pkgs.dhallPackages.override` method
* Export `pkgs.dhallPackages.callPackage`
This is also necessary in order to easily extend `pkgs.dhallPackages` with
new packages
