owntracks-recorder: Install htdocs, not just binaries
The ot-recorder binary expects to have the htdocs available to serve if
the web frontend is active, so those are added here, and the binary is
configured to point to the correct location by default. (The docroot can
still be overridden, e.g. to use https://github.com/owntracks/frontend,
with the `--doc-root` flag at runtime.)
