gimpPlugins.waveletSharpen: add -fcommon workaround
Workaround build failure on -fno-common toolchains like upstream
gcc-10. Otherwise build fails as:
ld: interface.o:(.bss+0xe0): multiple definition of `fimg'; plugin.o:(.bss+0x40): first defined here
