vgmstream: Download dependencies with Nix
vgmstream's build system tries to download dependencies, but Nix doesn't
allow that. However, we can download them with Nix and provide the path
to each dependency via CMake variables.
Before this change, these dependencies were disabled, now they are
enabled.
