separateDebugInfo: use NIX_RUSTFLAGS
Setting RUSTFLAGS causes Cargo to ignore other ways of configuring
flags, including the target-specific RUSTFLAGS options. This broke
pkgsCross.musl64.crosvm, and was surprising to users.
