tzdata: Fix compilation for FreeBSD pkgsStatic
The TIMEX and FITS_IN stuff here is sketchy, but ultimately it is
replicating a feature from some other libc which tells tzdata that it
should not reimplement timegm and friends.
These flags don't break the shared build, but the shared build only
worked because tzdata was allowed to redefine symbols from libc. This no
longer works when statically linking libc.a.
