uv: mark as broken for 32-bit buildPlatforms
Follows the same rationale as firefox{,-beta} also being marked as broken for these platforms.
`pkgsCross.gnu32.uv` is capable of executing `uv init --build-backend=uv`, so cross-compilation seems to work
