buildEnv: Support `nativeBuildInputs` too
Since #112276, we should always put `makeWrapper` in
`nativeBuildInputs`. But `buildEnv` was saying put it in `buildInputs`.
That's wrong!
Fix the instructions, and make the right thing possible.
