vpnc: disable install parallelism
Without the change parallel installs fail as:
install flags: -j1
...
install -m644 src/doc/*.md ...-vpnc-unstable-2021-11-04/share/doc/vpnc
install: target '...-vpnc-unstable-2021-11-04/share/doc/vpnc': No such file or directory
