python3Packages.fiona: 1.9.1 -> 1.9.4
* setuptools is removed from propagatedBuildInputs due to Fiona 1.9.2
dropping runtime dependency on setuptools.

* broken "test_append_memoryfile_drivers" test is disabled.

* tests with 'gdal' marker are disabled, because they don't test Fiona
