python312Packages.dnspython: disable network
Linux builder don't have internet access by default and
the test suite detects that. Darwin usually builds without
a sandbox and has internet access. This leads to unpredictable
build failures, e.g. when IPv6 connectivity isn't available
Fixes #356803
