python3.pkgs.pyerfa: Enable and fix tests & more
Use NIX_CFLAGS_COMPILE = "-O2", due to upstream issue. cd "$out" to
avoid circular import issue (discuessed downstream at at
https://github.com/NixOS/nixpkgs/issues/255262).
