git: tidy handling of unsupported binaries
Remove comments about notification scripts, as these were removed in
a68c12d35b64 (git: Remove phony not-supported wrappers., 2014-04-05), as
well as the `notSupported` function which is now a pointless wrapper for
deleting a file.
Also changes the deletion behaviour such that, if the file being deleted
doesn't exist, the build will fail to highlight this unexpected event,
rather than silently carrying on with the build process.
