waf: refactor
- Reorder parameter listing;
- withTools -> extraTools;
- Remove `? null` references;
- Use rec-less, overlay-style overridable recursive attributes (in effect since
NixOS#119942);
- Add runHook's to phases;
- Remove nested with (according to
https://nix.dev/recipes/best-practices#with-scopes).
- Set `meta.mainProgram`, according to
https://github.com/NixOS/nixpkgs/pull/246386
Also, add myself as maintainer.
