git: re-enable test t1700-split-index "null sha1"
Git test t1700 was disabled for Git v2.18.0 in 6dda53ad2236 (git: add
install checks, 2018-04-13). I've confirmed it's now working, at least
on x86_64 Linux, with Git v2.45.1, so re-enable the test.
