snapshot: init at 45.beta

If you are having issues, try these environment variables to get more info:
- RUST_LOG=snapshot=debug,aperture=debug
- RUST_BACKTRACE=1
- GST_DEBUG=3
Still need to see if we should study anything from cheese.
