haskell-hruby: add missing system dependency and disable broken test suite
Work around https://github.com/bartavelle/hruby/issues/10 and
https://github.com/bartavelle/hruby/issues/9 as suggested in
https://github.com/NixOS/nixpkgs/pull/7442.
