cargoSnapshot: Add package
Cargo downloads your Rust project's dependencies and builds your
project.
The cargoSnapshot derivation simply uses a binary build, because
it's not easy to build cargo from source yet.
In the future, it's expected that we'll also add a derivation for
building cargo from source.
