haskell.packages.ghc9{2,4}.ghc-lib*: pin to 9.6.*
Upgrading ghc-lib to 9.8 for those versions is unfortunately not
possible since it requires semaphore-compat. semaphore-compat can't be
built for GHC < 9.6 (or at least not easily) due to missing semaphore
support in the unix core packages.
9.6.* are the versions that were used prior to the bump to LTS 23, so
no unnecessary friction should be caused by this change.
