tests/systemd-user-linger: correct uid
Make the UIDs for test user "bob" consistent to avoid potential false
positive test results.
This test previously set up a user with UID 10001 then checked to make
sure no user slice for a user with UID 1001 existed. That would always
be true, since there is no user with UID 1001.
