setxkbmap: refactor & move to pkgs/by-name from xorg namespace
relevant changes:
- switch from release tarball to gitlab source
- use configureFlags to specify the xkeyboard location instead of linking
them to the output manually
- don't link the manpage from xkeyboard-config
