cosmic-settings: depend on iso-codes json data
it was throwing the following error:
ERROR failed to get locales from the system, why:
0: failed to get locale registry
1: io: No iso-codes json data found in XDG_DATA_DIRS, /usr/local/share/iso-codes/json or /usr/share/iso-codes/json
2: No iso-codes json data found in XDG_DATA_DIRS, /usr/local/share/iso-codes/json or /usr/share/iso-codes/json
