lib.meta: Minor SPDX license function improvements
- Expose `lib.licensesSpdx`
- Create bindings for the needed internal functions
- Mention that some SPDX licenses might be missing (in the future I hope
we can autogenerate the Nixpkgs license list from some SPDX endpoint
