zpaq: 7.07 -> 7.08
Changes:
- Removes multi-part archive support, -nodelete, add -test, and
-key prompt.
- Updated to libzpaq v7.08 (smaller decoder buffer).
- Updated Makefile to link libzpaq.o statically.
