cabal-install: add old 1.18.x version for the benefit of ghc-mod users
Install "haskellngPackages.cabal-install_1_18_0_8" to run ghc-mod with
GHC 7.8.x. Resolves https://github.com/NixOS/nixpkgs/issues/7133.
