system-config-printer: fix "Print Test Page"
Wrap s-c-p with CUPS_DATADIR=${cups-filters}/share/cups so that it finds
the "testprint" file needed for "Print Test Page" functionality.
Without this change, s-c-p tries to open /usr/share/cups/data/testprint
(fails).
