rainbowstream: 1.2.7 -> 1.3.1
Built and run locally.
This commit includes a patch which allows `rainbowstream` to use
`requests2` versions higher than `2.5.3`, since we ship a newer version.
`rainbowstream` was tested and behaved as expected.
