update julia-0.3.6 -> julia-0.3.9
Includes a workaround for the test suite suggested by
upstream (https://github.com/JuliaLang/julia/commit/b192bf0e2f0a0c5b232c3352c6e996e5f11053f2#commitcomment-11139348)
for a buggy system wcwidth.
