xfce: more update fallout
- forgotten mousepad update, including some wrapping magic
- dealing with panel plugins (either fix or mark as broken)
CC maintainer @AndersonTorres.
- remove some libxfcegui4 occurrences, as it's being phased out
- minor stuff
