drm/amd/powerplay: add Carrizo dpm support
This patch enables basic DPM support for Carrizo.
DPM handles dynamic clock and voltage scaling.
v3: delete peci sub-module
v2: use cgs interface directly
correct define SMU_EnabledFeatureScoreboard_SclkDpmOn
