tools/sched_ext/include: Add missing helpers to common.bpf.h

Sync several helpers from the scx repo:
- bpf_cgroup_acquire() ksym declaration
- __sink() macro for hiding values from verifier precision tracking
- ctzll() count-trailing-zeros implementation
- get_prandom_u64() helper
- scx_clock_task/pelt/virt/irq() clock helpers with get_current_rq()
