staging: rtl8723bs: remove unused array MCSTxPowerLevelOriginalOffset
Remove the 'MCSTxPowerLevelOriginalOffset' array and the 'pwrGroupCnt'
field (which is used as an index for that array), as values are being
written to it but are no longer used.
