issei: add heci hardware module
Add support for the ISSEI (Intel Silicon Security Engine Interface)
HECI PCI devices.
Add the necessary PCI handling routines, hardware definitions,
register mappings and hardware access routines.
This enables the communication via HECI PCI device advertized by BIOS.
