RDMA/bnxt_re: simplify bnxt_re_cc_config_set() and cq_coal_cfg_write()
Simplify 'bnxt_re_cc_config_set()' and 'cq_coal_cfg_write()'
by using the convenient 'kstrtou32_from_user()'.
