drm/amd/display: Disable DPPCLK RCG to fix cursor disappearing
[Why & How]
DPP clock is gated when programming the cursor. This change
disables DPPCLK RCG in dccg42_init before accessing DPP,
ensuring cursor programming latches correctly.
