drm/amd/display: revert "Enable HUBP/DPP power gate for DCN42"
[why]
Disabling HUBP/DPP Driver PG as it's causing corruption issues.
This reverts commit 8b6ab8bdf835efb91c1d782b7c2cf32dad39238f.
